Clean-Up of Electoral Rolls: Special Intensive Revision (SIR) Phase 2 in Gujarat
The Election Commission of India has launched the Special Intensive Revision (SIR) Phase 2 of the electoral rolls in Gujarat, along with 11 other States and UTs. This is a major, elaborate effort and is not merely a final exercise. Rather, it targets a new, correct, and transparent voters’ list from scratch on the qualifying date of January 1, 2026.
This is phase one of the largest democratic exercises being taken up in India. Overall, SIR Phase 2 encompasses an unprecedented total of close to 51 crore electors across all 12 participating regions.
In the state of Gujarat, SIR Phase 2 directly involves the State’s entire registered voter base.
• Total Registered Voters in Gujarat: Around 5.08 crore electors are registered in the state at present.
• Forms Distributed:* More than 50,000 Booth Level Officers have been deployed to cover every single voter, with the distribution of over 3.90 crore Enumeration Forms in the first week of the process.
For Gujarat, the priority is to make sure every eligible citizen is listed correctly and (Absentee, Shifted, and Dead) voters, along with the double entries, are removed with due efficiency.
Procedure in Detail and Voter Participation
In Gujarat, the process is being implemented through a time-bound, multi-stage schedule, closely monitored by the office of the Chief Electoral Officer (CEO), Gujarat. The entire process is set to culminate in the final publication of the new role in February 2026.
1. The Enumeration Period* (House-to-House Verification)
It is the cornerstone of the SIR process in which the both the election machinery and the voter .
Timeline: November 4 to December 4, 2025 – One Month
BLOs are visiting the homes of all registered households. The office of the CEO has instructed that each BLO will make as many as three attempts to visit the homes so that no household is left out.
Enumeration Form (EF):* An individual Enumeration Form (EF) would be given to each voter on the existing roll (as of October 27, 2025). It would be partially pre-filled with the details of the voters in the existing roll, such as name and EPIC number, address, etc., often referencing the last intensive revision in 2002.
Voter’s Action : The voter is required to verify the information pre-filled, fill in any missing details such as date of birth, mobile number, and a photograph, followed by signing. Unsigned forms could result in the BLO marking the voter as ‘unverified,’ which may also lead to deletion from the draft roll.
•Acceptance: The BLO will sign the form, retain one copy for ECI records, and return the second copy to the voter with a stamped acknowledgement. This an acknowledgement documents preserved by the voter.
2. Claims and Objections Period
Once the enumeration forms are collected and preliminary data entry is done, the draft roll is published and a window is opened for public scrutiny.
Draft Roll Publication: December 9, 2025. The revised list shall be publicly available at the polling stations, ERO offices, and on the CEO, Gujarat website.
Claims and Objections Filing Period: December 9, 2025, to January 8, 2026. This is the final opportunity for citizens to rectify errors or add/delete names.
Form-6: To be used for Inclusion of names, for example if you have turned 18 or your name is missing.
Form-7: To be used for Objection to the inclusion or seeking Deletion of a name.
Form-8: To be used for Correction of particulars (misspellings, address change, or photograph update)
Verification and Disposal: December 9, 2025 – January 31, 2026: The EROs at this stage will issue notices and hold hearings for resolving all claims and objections before the finalization of the list.
3. Final Publication
February 7, 2026: The final publication of the electoral roll will be released on this date, which is the full and final list.
Digital and Verification Aspects for Voters
ECI has ensured digital avenues are available, especially for the large number of non-resident Gujarat’s or those temporarily outside the state for work or studies.
Online submission: The voters can do so on the official website,
voters.eci.gov.in, or even access the form digitally using the CINET app by linking the mobile number with mandatory Aadhaar authentication via OTP.
Document Requirement:
The ECI explained that no document is submitted at the initial enumeration stage. For the existing voter whose name was included in the old 2003 voters’ list. New registrants or those whose details will be fundamentally altered are to be ready to show or upload prescribed documents like proof of age, address, and identity during the later claims and objections phase.
The Mandate:
The broad directive by the Chief Electoral Officer is ensure involvement in the process for every single elector. A registered voter who does not send back the signed Enumeration Form may have their name struck off, and the person would need to file a fresh Form-6 during the claims period to get included
