However, it runs and is involved in many goal-specific and prestigious schemes related to social development, research, and bilateral exchanges. These programmes provide substantial financial assistance to deserving Indian candidates to pursue postgraduate, doctoral, and advanced research in leading global institutions.
Major Indian Government-Administered Scholarships
These schemes are implemented by various ministries and departments of the Government of India, and the beneficiaries belong to specific communities or fields of study.
National Overseas Scholarship Schemes
Ministry of Administration: Ministry of Social Justice and Empowerment (in the case of Scheduled Castes, Unnotified Nomadic and Semi-Nomadic Tribes, Landless Agricultural Labourers and Traditional Artisans). Similar schemes may be run by the Ministry of Tribal Affairs for tribal candidates.
Objective: Financial assistance to students from low-income families from marginalized communities to pursue postgraduate or PhD studies in engineering, management, social sciences, etc., through education abroad.
Key Eligibility Criteria
- Community: The candidate must be from a specifically marginalized community.
- Educational: At least 60% marks or equivalent grade in the qualifying examination (Graduate for postgraduate, Postgraduate for PhD).
- Income: The total annual income of the family from all sources should not exceed ₹8.00 lakh per annum.

- Coverage/Benefits: This scholarship is comprehensive in nature, hence it covers the following:
- Tuition fees: Fully covered as per the invoice from the university.
- Annual maintenance allowance: i.e., USD 15,400 for countries outside the UK, GBP 9,900 for the UK Contingency allowance (for books, equipment, etc.) Air travel-economy class expenses, and visa fees.
- Application Portal: Applications are generally invited online through the official dedicated NOS portal of the Ministry of Social Justice and Empowerment.
Mrs. Agatha Harrison Memorial Fellowship
- Administering Ministry: Ministry of Education (Government of India).
- Purpose: A fully funded fellowship to conduct advanced research at St. Antony’s College, University of Oxford, UK
- Target Group: Highly qualified Indian scholars. Only one fellowship is awarded each year.
- Eligible Subjects: History, Economics, and Political Science – Focused on Modern Indian Studies.
- Qualification – PhD required, usually with published work of the highest standard.
Prestigious Joint Government/Bilateral Fellowships
These scholarships are created in collaboration with the Government of India and foreign governments/institutions with the aim of encouraging international academic exchange.
Fulbright-Nehru Masters and Doctoral Research Fellowships
Administrator: United States-India Educational Foundation – USIEF – in collaboration with the Governments of India and the US.
Objective: To enable outstanding Indian students and scholars to pursue academic and research programs in the United States.
Masters Fellowship: Highly qualified individuals who are interested in pursuing a selected Master’s degree in the United States.
Eligibility: Four-year US bachelor’s degree or equivalent with a minimum of 55% marks and relevant professional work experience (usually three years fora Master’s).
Doctoral Research Fellowship: For young PhD scholars from India to conduct part of their research in the United States for six to nine months.
Coverage includes J-1 visa support, round-trip economy class airfare, a monthly stipend, applicable allowances, and sickness and accident insurance.
Commonwealth Scholarships
Administrator: Commonwealth Scholarship Commission in the UK (with nomination from the Government of India, usually through the Ministry of Education).
Its aim is to provide opportunities for students from Commonwealth countries, including India, to pursue a Master’s/PhD degree in the UK.
- Eligibility: In most cases, a highly meritorious candidate; this usually means a first-class degree.
- Funding details: The scholarship is fully funded, covering tuition fees, airfare, maintenance stipend, and other allowances.
State Government and Financial Assistance Schemes
Many state governments in India also have overseas scholarship schemes to support residents of underprivileged communities, such as the Ambedkar Overseas Education Fund offered by some states like Telangana/Andhra Pradesh, or state-specific schemes in Maharashtra and Madhya Pradesh.

Dr. Ambedkar Interest Subsidy Scheme on Education Loans for Overseas Studies for Other Backward Classes and EBCs: This scheme provides full interest subsidy on education loans for postgraduate and PhD programmes abroad for students from Other Backward Classes (OBCs) and Economically Backward Classes (EBCs) falling within certain income limits, during the moratorium period (course duration plus one year).
