What is e-Shram Labour Card?

The e-Shram portal has a centralised database of the Unorganised Workers, seeded with Aadhaar.

Once a worker succeeds in registering, a particular UAN or Universal Account Number is provided corresponding to e-Shram registration.

The system is designed to help improve the delivery and portability of social security and welfare benefits for eligible unorganised workers.

Registration itself, however, should not be confused with an automatic cash benefit. Individual welfare schemes remain dependent on the rules of the scheme.

Eligibility for a Labour Card?

If the requirements mentioned in the E-Shram Registration Step – 2 are fulfilled, then an individual who is doing unorganised work can register in the e-Shram.

An unorganised worker can include a home-based worker, self-employed worker or wage worker working in the unorganised sector.

People who work in construction, domestic work, as a street vendor, agricultural labourer, migrant worker, and various self-employed workers, among others, can be included in this general category.

The e-Shram database also includes gig and platform workers.

What’s the Age Limit?

The age of the worker to register in e-Shram portal is generally 16 years, with appropriate conditions.

The worker should fill in his/her personal data as per his/her Aadhaar and other relevant documents.

It is noteworthy that the e-Shram UAN is not invalidated just with the age of 60.

Age limits for the social security schemes may vary, though, from individual social security schemes which are available through or associated with the ecosystem.

Does the income range for spouses applying for a green card change?

There is no income criterion specifically for registering as an unorganised worker as per the official e-Shram FAQ.

However, the worker should not be an income-tax payee.

It should not be interpreted as income conditions for individual in the context of individual welfare or pension plans. Each of the schemes may have their own income eligibility criteria.

Thus, e Shram Registration is not mandatory for all the linked schemes.

What About EPFO and ESIC Members?

The objective of e-Shram is mostly for unorganised workers.

According to eligibility details shared by e-Shram, worker should not be a member of EPFO/ESIC or a government-funded NPS based on the following conditions of registration.

The system can periodically check the details of the workers with EPFO, ESIC and Income Tax records.

If a worker subsequently changes their status from unorganised to organised work, then the criteria for benefits will be based on the rules of the new status and individual schemes.

The following documents are required for registration of labour card:

The e-Shram registration has an advantage of its basic document requirements being relatively simple.

Workers must ensure that they have their Aadhaar Number with them for registration.

Internet self-registration will normally be based on an Aadhaar linked mobile phone.

For workers who do not have a mobile number linked to Aadhaar, they can go to any Common Service Centre (CSC) or State Seva Kendra (SSK) and avail of the biometric authentication facility.

Generally, if e-Shram registration, no bundle of documents are required to be submitted at a CSC.

Is a bank account a must?

Bank account information may be relevant to a worker’s profile and for applicable benefit delivery.

Bank details should be updated to the worker’s bank account during registration or profile update, and kept accurately.

Do not provide your ATM PIN, Debit card PIN, CVV, UPI PIN or internet banking password to any stranger who is asking you to complete e-Shram registration.

The only time sensitive banking details are required is for the creation of e-Shram registration.

Do you need any qualifications for the job?

There is no particular educational qualification prescribed just for registering as an unorganised worker on e-Shram.

What is important is that the person is actually doing a type of work which is eligible for registration and meets the relevant requirements for registration.

Employees can add or edit their profile information about their educational qualifications and skills if they have them.

This information may be useful in building a worker profile.

The advantages of e-Shram Registration are highlighted as follows:

The main intent of e-Shram is to establish a Centralised repository of unorganized workforce and ensure provisioning of relevant social security and welfare benefits.

Information about various social security and pension services, employment and skills services is linked to or made available on the platform.

It can also contribute to better mobility of welfare payments for migrant and construction workers.

e-Shram has linkages with various services like the National Career Service for job recruitment and skill training and skill development related services under Skill India.

Are all the holders of e-Shram cards getting cash benefits?

No. This is significant.

No, merely registration on an e-Shram Card does not imply that it means every worker will automatically be given a fixed cash payment.

It is very clear from the official e-Shram FAQ that registering should not be considered as an automatic monetary benefit.

Eligibility criteria and rules of the particular government scheme for which financial assistance is sought/available apply to pension, insurance and other benefits.

Exercise caution about misleading ads that only ask to pay a fixed amount per month for an e-Shram Card.

Is it possible to fill an application without Aadhaar linked mobile number?

Assisted registration is available.

You can go to nearest CSC or State Seva Kendra, if you don’t have your mobile number registered with Aadhaar and are unable to do the online Aadhaar authentication.

There, biometric authentication can be utilized for the registration process.

This indicates that workers should not be asked to pay unofficial agents, just because their Aadhaar card linked mobile phone number is not available.

What is the last date of registration?

The official e-Shram FAQ states that there is no general last date for the e-Shram registration.

There are on-going registration facilities.

So, if someone posts a message on social media stating that everyone has to sign up up before some unverified date, it should be taken with a pinch of salt!

Always check any new deadline or special registration campaign via official information.
